The Policy Green Book states that Alberta needs to diversify its trading partners and increase trade with Asia. Announced Tuesday by Natural Resources Minister Joe Oliver at a factory in Toronto, the plan features a &ldquo;one project one review&rdquo; system of reviewing major projects- a reference to costly duplications of environmental reviews cited by resource companies as unecessarily slowing and impeding development of mining and oil and gas projects. Oliver defended the plan as a way to create jobs and to avoid stalling economic growth by putting investment at risk:<br />

The new system will recognize provincial processes as equivalent to federal ones as long as they adhere to the Canadian Environmental Assessment Act. It also sets deadlines for hearings and assessments: 24 months for panel reviews, 18 months for National Energy Board hearings and 12 months for standard environmental assessments.<br />
More controversially, the program reduces the number of groups that can do reviews from over 40 to three- leaving only the Canadian Environmental Assessment Agency, the National Energy Board and the Canadian Nuclear Safety Commission.<br />
CBC News reported environmental groups and opposition parties saying the plan gives big energy companies carte blanche by dismantling the checks and balances that protect the environment:<br />
&nbsp;&nbsp;&nbsp; &ldquo;After slashing funding to the Canadian Environmental Assessment Agency, they&#8217;re now saddling it with the obligation to do more complex reviews, faster, with fewer resources,&rdquo; NDP environment critic Megan Leslie said Tuesday.<br />
&nbsp;&nbsp;&nbsp; &ldquo;You&#8217;re going to have less time, less resources from the federal government to actually look at and understand these projects and less opportunity for the public to point out errors and omissions in submissions by proponents,&rdquo; John Bennett, executive director of Sierra Club Canada, told CBCNews.ca.</p>

Nick Squires, writing for The Telegraph, made the trek to the remote Medel Valley to learn the backstory behind why, &ldquo;after months of anguished debate,&rdquo; a cluster of villages stopped Canadian company NV Gold (TSX-V:NVX) from digging for 800,000 ounces of gold hidden in seams beneath the snow-capped mountains.<br />
Squires reports that most residents feared the picturesque landscape would be forever scarred by the mine, even though the operation was estimated to generate some 40&nbsp; million Swiss francs (GBP27 million) over the next 10 years. The age-old debate between development and conservation drove a wedge between the 450 mountain dwellers:<br />
&ldquo;There was a battle between the two halves of the village, for and against the mine. A lot of people don&rsquo;t like to talk about it,&rdquo; said the owner of a delicatessen selling cheeses, cured meats and sausages, who refused to give her name because of the bitterness that has been stoked up.<br />
The referendum result was unambiguous &ndash; while 90 people were in favour of allowing gold exploration to go ahead, 180 were implacably opposed.<br />
If the referendum had been successful, the gold mine would have been Switzerland&rsquo;s first.<br />
The 129-square-kilometre property was first explored in the 1980s and recent surface rock samples returned decent gold values. Of 86 samples taken, 72 returned gold values in excess of 150 ppb Au, with 48 in excess of 1.0 g/t, according to a Jan. 30 press release from NV Gold. Seven samples returned values in excess of 10 g/t.</p>

The Tavan Tolgoi deposit &ndash; mined since the 60s &ndash; in the South Gobi desert is the world&rsquo;s largest high-quality coking coal used in steelmaking.<br />
Earlier this month Mongolia stopped all talks with international miners on developing the western Tsankhi block of Tavan Tolgoi which on its own holds 1.2 billion tonnes after a shambolic bidding process that stretches back as far as 2007.<br />
&ldquo;Shenhua is the most competitive bidder for the project given its technology, transport infrastructure, access to the Chinese market and the backing of the Chinese government,&rdquo; Shenhua CEO Ling Wen told reporters.<br />
Shenhua is the world&rsquo;s largest coal company with 167,000 employees and 53 operating mines producing 282 million tonnes per year. The state-owned firm&rsquo;s financial results released on Friday showed net profits of $7.2 billion for 2011.<br />
High quality metallurgical coal has been trading at around the $220&ndash;$235 per tonne level since January 2012, down from record levels of $330/tonne last year and quality deposits have become harder to come by. <a title="gold mining equipment" href="http://www.goldminingequipments.com">gold mining and beneficiation equipment</a><br />
Reuters reports &ldquo;Shenhua is scouring the world for other asset buys and is in talks to buy coal mines in North America, Africa, Australia and Indonesia.&rdquo;<br />
Shenhua has long shown interest in Mongolia. In 2009, the company started building an Inner Mongolia railroad line from the coal-belt city Baotou to the Mongolian border 180 kilometers from Tavan Tolgoi.<br />
Mongolia is walking a diplomatic tightrope with Tavan Tolgoi. Aside from from closer ties with China it wants to use the project to strengthen its longtime political and cultural links with Russia and at the same time make room for the US as a geopolitical balancer in Asia.<br />
Mongolia&rsquo;s National Security Council rejected a development deal struck with US giant Peabody Energy, Shenhua and a Russian-Mongolian consortium mid-September 2011, just two months after they were announced as winners.<br />
At the time losing bidders from Brazil, India and South Korea raised serious concerns and Japan went so far as to call the bidding process &lsquo;extremely regrettable&rsquo;. <a title="quarry business plan" href="http://www.quarrybusinessplan.com">quarry business plan</a><br />
Last week KORES, a consortium of South Korean companies, said it wants at least a 10% stake, a larger stake than the government previously awarded to a Russia-Mongolia consortium.<br />
Mongolia also still hopes to privatize its Erdenes Tavan Tolgoi coal-mining company which controls the remainder of the 6 billion tonne resource.<br />
The country hopes to raise as much as $3 billion, putting the valuation for the company at $15 billion through a listing in London, Ulan Bator and Hong Kong.<br />
Apart from the looming elections that has prompted investor uncertainty, the difficulties in Hong Kong (the stock exchange does not count Mongolia as one of the 20 jurisdictions from where it accepts listings from) Mongolian laws also need to be changed for a local listing of Erdenes-TT, as the company will be known.<br />
The privatization process will see Mongolia&rsquo;s government holding a majority 51% stake after selling 19% to investors and distributing the remainder to its 2.7 million citizens although the exact ratios still needs to be ironed out and will also require changes to Mongolian laws.<br />
Current prime minister Sukhbaatar Batbold&rsquo;s Mongolian People&rsquo;s Party promised $750 (a cool million in the local currency, the tugrik) in cash to all of Mongolia&rsquo;s adult citizens during the last election that put him in power.<br />
Some politicians are demanding that Mongolia develop West Tsankhi itself echoing calls from lawmakers last year that Mongolia get a bigger slice of Ivanhoe Mines&rsquo; Oyu Tolgoi copper and gold mine.<br />
Tavan Tolgoi is the second largest mining investment in Mongolia behind Oyu Tolgoi. In October Ivanhoe and partner Rio Tinto dodged a bullet when the Mongolian government said it was rethinking a 2009 deal that gave Ivanhoe Mines and Rio Tinto a 66% stake in Oyu Tolgoi and that it wanted half of the $6 billion project, already more than 70% built. <a title="hammer crusher" href="http://www.hammercrushers.com">hammer crusher and crushing plant</a></p>

The Gold Report: What are the key challenges the mining industry faces in 2012&ndash;2013?<br />
Scott  Jobin-Bevans: PDAC, under the leadership of newly appointed Executive  Director Ross Gallinger, will be conducting a strategic review involving  the board of directors, staff and gathering membership input. <a title="gold mining equipment for sale" href="http://www.goldminingequipments.com/">gold mining equipment for sale</a> There are a number of issues facing the association and the industry,  and I am sure that human resources challenges will surface as a key  issue.<br />
TGR: When you say human resources, what are you talking about specifically?<br />
SJ-B:  It&rsquo;s the skilled workforce: geologists, geophysicists, process  engineers, mining engineers, miners and skilled labor. There&rsquo;s a huge  gap between the young people who are out there now and the older ones  who know those skill sets from years ago. For instance, we&rsquo;re nearly  missing the 35-to-45 age bracket.<br />
There is a tremendous opportunity  for industry associations such as ours, the government, private sector  and educators to work together. This is a hugely important sector that  represents nearly 3.5% of our national GDP and pays billions of dollars  in tax revenue and royalties to the various levels of government.<br />
It  presents an opportunity to university students, but it also presents a  challenge to the industry. The Mining Industry Training and Adjustment  Council led an industry-sponsored study released in 2005 that found that  the Canadian mining and mineral industry would need at least 80,000  people in the next 10 years just to replace current jobs. The industry  has grown quite a bit since 2005. <a title="stone crusher" href="http://www.stonecrusher.co.in/">stone crusher mining equipment</a> So, the estimates in Canada are now something like 100,000 jobs will need to be filled in the next 10 years.<br />
TGR: Where are those numbers coming from?<br />
SJ-B:  You can find them on the Mining Industry Human Resources Council of  Canada&rsquo;s (MiHR&rsquo;s) website. The PDAC supported a more recent sector study  by MiHR, &ldquo;Unearthing Possibilities,&rdquo; which looks specifically at the  exploration sector; it&rsquo;s important to understand that mineral  exploration is different than the mining sector. In this study, we were  able to show how many women are in mineral exploration, how many people  are employed overall and the demographics on the age distribution.<br />
You can see the late &rsquo;80s downturn in the 35-to-44 age group when the industry and the economy tanked. <a title="mining business plan" href="http://www.quarrybusinessplan.com/">quarry equipment mining business plan</a> People left the industry and never came back. You can also see the  effect of the Bre-X scandal and market decline in 1997, which saw the  departure of record numbers of professionals from the industry. The  report does show an increase in the 25-to-34 age group coming into the  industry, which is really encouraging.<br />
The connection between human  resources and supplying the metals of tomorrow is that we can still find  the mines but we can&rsquo;t put them in production because we simply don&rsquo;t  have the people. The only way we survive now is by poaching from other  projects, so it&rsquo;s not a healthy environment for industry success.<br />
PDAC  has been making efforts in terms of our support for educating the work  force of tomorrow. But Mopani CEO Danny Callow said in a statement that management was shocked at ZEMA&#8217;s move to suspend the heap leach project when the mine had complied with all the requirements in the last five years.<br />
&ldquo;ZEMA has closely and properly monitored the heap leach project since inception in 2007 and always found the operation to be in compliance with its regulations&rdquo; he said. <a title="quarry crusher" href="http://www.quarrycrusher.co.ke">quarry crusher</a><br />
Callow said since the closure of the plant on Thursday last week, Mopani had been losing US$100,00 a day and wondered how it would continue to support the 310 jobs.<br />

&ldquo;We have always conducted our heap leach project in a responsible manner and in line with or exceeding the terms of our licence,&rdquo; Callow said.<br />

<p>The diversified mining giant is buying a 236 million tonnes coking coal deposit in British Columbia from Talisman Energy, primarily an oil and gas firm.</p>
<p>Xstrata, currently locked in friendly merger talks with Swiss commodities trader Glencore, is paying $500 million in cash for the Sukunka field.</p>
<p>Last year the company bought assets in the Peace River region in northern British Columbia from First Coal and Lossan.</p>

<p>&nbsp;&nbsp;&nbsp; &ldquo;The proceeds were at the higher end of our expected range of $300-million to $500-million, putting the company well on its way to its target,&rdquo; Andrew Potter, an analyst at CIBC World Markets Inc. in Calgary, said in a note to clients. &ldquo;Talisman Energy monetized its coal lease for approximately 4 per cent of its market cap &ndash; a meaningful contribution for an asset that nobody had placed value on.&rdquo;</p>

<p>Metallurgical coal has been trading at around the $220&ndash;$235 per tonne level in January this year, down from record levels of $330/tonne last year.<br />

Glasenberg cut his teeth in South Africa&rsquo;s coal industry in the 1980s and is known as a highly competitive dealmaker that regularly works 70-hour weeks.<br />

The UK&rsquo;s Telegraph paper reported over the weekend that Glasenberg is expected to stand firm against demands from Xstrata shareholders that the company increase the current premium of 8% for Xstrata. Glencore is offering 2.8 shares for every one of Xstrata&rsquo;s. </p>

The Calgary based company said the shortened pipeline could be operational by June-July next year. Keystone XL was designed to carry 830,000 barrels per day.</p>
<p>Keystone XL was to have stretched from the Canadian oil sands in Alberta via the Cushing storage hub to the Gulf refineries for more than 2,600 kilometres, but needed state department approval because it would have crossed an international border.</p>
<p>The Obama administration torpedoed Keystone XL in this form in January.</p>
<p>Reuters quotes from a White House statement issued on Monday saying &ldquo;moving oil from the Midwest to the world-class, state-of-the-art refineries on the Gulf Coast will modernize our infrastructure, create jobs, and encourage American energy production.&rdquo;</p>
<p>Canada exports 2 million barrels of oil per day to the US and almost all of it ends up at Cushing &ndash; the pricing point for US crude &ndash; where inventories have been piling up and refining capacity is limited.<a title="cost of jaw crusher machine" href="http://www.costofcrusher.com"> cost of crusher</a></p>
<p>Alberta production is set to more than double to 3.7 million barrels by 2025 out of a total of 4.7 million. Production in the US particularly from the Bakken basin in North Dakota will see the country ramp up current output of 7.8 million barrels/day to 10.9 million barrels over the next few years.</p>
<p>New oil sands crude combined with greatly increased Bakken output have seen West Texas Intermediate (WTI) fall far behind international prices. Canada&rsquo;s producers in turn have to deal with deep discounts to the US benchmark.</p>
<p>North Sea Brent, the global oil benchmark, settled at $125/barrel on Monday while WTI was trading at $107 in late New York trade. Historically WTI has traded at a premium to Brent, but has steadily declined since the Saudis dropped the WTI contract as their benchmark in 2009.<br />

Western Canada Select &ndash; a blend of heavy oil sands oil and conventional crude &ndash; has been languishing at lows not seen in years.</p>
<p>On Monday it was trading at $28 below WTI recovering from a $35.50 discount earlier in February. In September last year the discount was only $8.00.</p>
<p>The discount for Syncrude, a light oil made from oil sands after undergoing an expensive upgrading process, traded at a $13 discount. Before an outage at a major oil sands upgrader curbed supply Syncrude fell as much as $23 below the value of US crude. <p>A violent labour dispute at the world&rsquo;s largest single platinum mine has already cost Implats at least 80,000 ounces in lost output as the rival Association of Mineworkers and Construction Union tries to recruit from a workforce that has traditionally been aligned with the National Union of Mineworkers (NUM).</p>
<p>The dispute centered on a bonus offered to only part of the workforce, <a title="crushing plant " href="http://www.crushing-plant.com">crushing plant for sale</a> and has escalated into a violent struggle between competing unions.</p>
<p>Implats says it is hopeful that the workforce will return soon, and NUM spokesman Lesiba Seshoka Implats was also cautiously optimistic. &ldquo;We are hopeful that developments are leading to the end of the protest action,&rdquo; he said.</p>
<p>Illegal strike action at Rustenburg led Implats to fire over 17,000 workers. The company said the re-employment process was continuing with more than 8,000 people re-hired to date.
